【 明 報 專 訊 】 政 府 為 挽 留 人才 ， 已 大 幅 調 整 政 府 律 師 的 薪 金 ， 由 原 先 的3.3 萬 元 增 至4.4 萬 元 ， 但 公 務 員 事 務 局長 俞 宗 怡 透 露 ， 由 於 政 府 律 師 和 獸 醫 師 這 兩 個 職 系 的 非 自 然 流 失 率 遠 高 於 整 體 公 務員 ， 招 聘 人 才 時 亦 遇 到 困 難 ， 政 府 會 展 開 這 兩 個 職 系 的 架 構 檢 討 ， 預 計 今 年9 月 完成 。

 
薪 常 會 檢 討9 月 完 成

俞 宗 怡 昨 日 在 立 法 會 公 務 員 及 資 助 機 構 員工 事 務 委 員 會 上 表 示 ， 去 年11 月 承 諾 會 為 選 定 的 非 首 長 級 文 職 職 系 ， 就 招 聘 和 挽 留人 才 展 開 職 系 架 構 檢 討 ， 發 現 政 府 律 師 和 獸 醫 師 在 這 兩 方 面 確 實 遇 到 困 難 ， 已 建 議公 務 員 薪 俸 及 服 務 條 件 常 務 委 員 會( 薪 常 會) 展 開 檢 討 ， 預 計 今 年9 月 完 成 。

她 透 露 ， 約250 名 政 府 律 師 當 中 ，04/05 年 度 及05/06 年 度 的 非 自 然 流 失 率( 如 辭 職) 分 別 為1.72 ％ 及2.2 ％ ，06/07 年 度 更 上 升 至3.59 ％ ， 同 期 公 務 員 整 體 流 失 率 僅為0.5 ％ 。

除 人 才 流 失 ， 俞 宗 怡 指 在 招 聘 人 手 方 面 亦 有 困 難 ， 以2006 年 為 例， 局 方 本 打 算 招 聘45 名 政 府 律 師 ， 最 後 有6 人 拒 絕 接 受 。 她 形 容 ， 獸 醫 情  更 令 人擔 心 ， 因 為 當 局 加 強 對 食 物 安 全 的 關 注 ， 有 需 要 擴 大 獸 醫 的 編 制 ， 但 發 現 招 聘 十 分困 難 ， 去 年 局 方 欲 招 聘16 人 ， 最 後 只 成 功 聘 得5 人 。

議 員 批 「3+3 」 難 吸 人 才

職 工 盟 李 卓 人 批 評 ， 政 府 以 「3+3 」 、 即3 年 試 用 期 加3 年 合 約 形 式 聘 用 公 務 員 ， 難 以 吸 引 及 挽 留 人 才 。

俞 宗 怡 反 駁 稱 ， 政 府 自2000 年 採 用 「3+3 」 的 公 務 員 招 聘 形 式 後 ， 即 展 開 追 蹤 調 查， 但 當 局 在2000 年 後 便 凍 結 公 開 招 聘 公 務 員 ， 故 涉 及 的 公 務 員 人 數 不 多 ， 暫 時 亦 未發 現 這 項 政 策 對2000 年 至 現 在 招 聘 的 公 務 員 有 任 何 負 面 影 響 。

多 名 議 員 均認 為 ， 這 兩 個 職 系 流 失 率 高 ， 跟 公 務 員 薪 酬 和 福 利 均 不 及 私 人 市 場 有 關 ， 但 俞 宗 怡強 調 ， 公 務 員 離 職 有 多 種 不 同 因 素 ， 不 能 夠 一 刀 切 指 人 手 流 失 與 薪 酬 、 福 利 或 管 理有 關 。

The government is experiencing a shortage of lawyers and vets, a Legislative Council panel was told yesterday.

Civil Service Secretary Denise Yue Chung-yee told the public service panel that the Standing Committee on Directorate Salaries and Conditions of Service is to conduct grade structure reviews for the non-directorate grades of government counsel and veterinary officer because of recruitment and retention difficulties.

Yue said the unnatural wastage rate for government counsel was 3.59 percent in 2006-07 and 2.5 percent over the past three years compared with 0.5 percent in the rest of the civil service over the same period.

Of the three open recruitments by the Department of Justice to fill 45 vacancies last year, only 36 offers were made, six of which were declined.

In 2006, 26 vacancies were targeted but only 22 offers were made and four of these were declined. Currently there are about 245 non-directorate government counsels.

The unnatural wastage among veterinary officers was far worse, averaging 8.45 percent over the past three years. Though the government intended to recruit 23 vets in 2006, it could only make 13 offers, one of which was declined. Last year, the government intended to hire 16 vets but only five offers could be made.

Yue said with the recent increase in public concern over food safety, there was an increasing demand for vets.

Yue denied a suggestion by legal sector legislator Margaret Ng Ngoi-yee the lack of interest may be due to the possibility that opportunities for promotion within the Department of Justice were limited.

"For a government counsel to be promoted to senior government counsel, it takes seven to 10 years, depending on the working performance of individual staff," Yue said.

She said there are many reasons why a civil servant would want to quit. "You cannot say it is simply based on salary, or fringe benefits or that it has anything to do with the management," Yue said.

Apart from the changing market environment and better salaries on offer elsewhere, some say they are leaving to further their studies or to do charity work, she said.

Yue said the upcoming review, to be completed by September or October, will also look into legal aid counsel and solicitor grades, both of which face similar recruitment problems as government counsel. The report will be sent to the chief executive-in-council for consideration.

Former Law Society president Peter Lo Chi-lik said it is easier for the private sector to adapt to the market situation and adjust wages to recruit or retain talented lawyers.

"However, for those who prefer a stable working environment and a job more related to the community, working as a government counsel could be considered an excellent choice," Lo said.
